STATUS: Decree of 'NOT SUPERNATURAL' issued by Pius XII in 1951 is UPHELD as DEFINITIVE by the Congregation of the Doctrine of the Faith in 2015 / 2016, overturning Archbishop Raymond C Arguelles' INVALID "APPROVAL". The Archbishop has declared his original approval was indeed 'null and void' as he had no authority to go over a papal decision, and the apparitions are 'NOT SUPERNATURAL'.
This decree by Pius XII was ONCE AGAIN CONFIRMED by the VATICAN in MARCH 2024 - this DECREE IS DEFINITE AND FINAL.

A young woman named Teresita Castillo in Lipa in the Philippines claimed to have mystic visions and prophecies given to her by Our Lady, etc in 1948. There were also manifestations of 'miracle roses' with seemingly miraculous pictures in them, but in 1954 the local bishop's Commission declared these visions NOT SUPERNATURAL.
“April 11, 1951: We, the undersigned Archbishops and Bishops, constituting for the purpose of a special Commission, have attentively examined and reviewed the evidence and testimonies in the course of repeated, long, and careful examinations, have reached the unanimous conclusion and hereby officially declare that the above mentioned evidence and testimonies exclude any supernatural intervention in the reported extraordinary happenings - including the shower of petals at the Carmel of Lipa.”
Pope Pius XII officially
confirmed this decision March 29, 1951, which as a result was
declared DEFINITIVE. The matter is closed as the Supreme Pontiff
formally weighed in on the matter and came to a decision. When a pope officially weighs in on a decision -the MATTER IS CLOSED AND CANNOT BE CHANGED.
THIS DECREE BY POPE PIUS XII WAS ONCE AGAIN CONFIRMED and RELEASED BY THE VATICAN IN MARCH 2024 according to as reported in "PhilStar Global" (click here) and also mentioned by the "National Catholic Register" (in its recent report that the Vatican is updating norms on how to judge apparitions).
In this new confirmation of March 2024 from the Vatican, there has also been the following information released:
"Apart from the Vatican decree, the DDF also forwarded a letter from the convent superior, Mother Cecilia De Jesus, (superior) when the events took place. She admitted to having misled the faithful regarding the supposed apparitions in Lipa and subsequently requesting forgiveness, according to the minutes of the meeting of the Lipa archdiocese on Jan. 31, 2024.

What caused the confusion on it being 'approved'?
Over the years, the ban of public veneration was generally (and illegally!) lifted by the local archbishop and people were permitted to honour Our Lady under the title of Mediatrix of Graces.
Archbishop Ramon Arguelles refused to be obedient to the Holy See to disband any further investigation into the apparitions at Lipa. The Congregation of the Faith literally declared him disobedient! (See Source, click here.) He went so far as to declare the visions 'Supernatural' in September 2015, HOWEVER, the Congregation of the Doctrine of the Faith immediately OVERTURNED the invalid 'approval' given and has declared these visions were still NOT SUPERNATURAL, upholding the PAPAL RULING of Pius XII dating from 1951 that there was no evidence of a supernatural (heavenly) occurrence.
Eventually, the local archbishop completely rescinded his invalid approval in obedience to the Holy See, in his official statement dated May 16, 2016, further declaring that as the Supreme Pontiff in 1951 had declared a decision on this matter, he basically did not have authority in this matter as a Pope had spoken, his approval of 2015 was null and void, and has ordered all local investigations into the Lipa visions to be disbanded. This is one of the rare occasions that once a Pope stepped in regarding the approval or disapproval of a vision, and, the local archbishop has no authority to overturn a pope's decision. Any such attempt is null and void.
Therefore, the Lipa apparitions are STILL NOT APPROVED, they NEVER were legitimately approved as the archbishop dared to illegally go over a pope's authority, and eventually, was obiged to retract his support and uphold the papal decision. The matter is closed as this was a papal decision. As MENTIONED, this papal declaration has been once again confirmed by the Vatican MARCH 2024.
However, Our Lady may still be
generally honoured under the title of Mediatrix of Graces as that is one of her official approved titles.
Regarding the rose petals:
we may therefore have another rare case of Satanic miracles regarding
the rose petals as the devils can manipulate matter to a certain
extent, remember the pagan Egyptian priests-magicians were able to
copy Moses' first miracles, even turn water to blood. The devil
can also make what seem like real prophecies come to pass as this is
his century after all, he can easily predict some certain world
events as he is helping to create them after all.
Since we're in the foretold diabolical century where we've been warned by true mystics that fake apparitions and fake mystics would come out of Hell like a swarm of flies to confound the faithful and perform may false miracles to lead all astray, we have to be on our guard. Prophecies and miracles are no longer a sure test of a true mystic – we have to be obedient to the Church to discern such matters.
